Local EM Update
On January 11th we had the lowest number of new positive cases on a Monday since November 9th. Yesterday marked the second consecutive day with more newly recovered persons than new positive persons. This is very encouraging, but we cannot let our guard down.
NC SERT Leader Update
Vaccine Utilization Rates Report: See attached recent white paper, An Early Assessment of Vaccine Utilization Rates, which looks at recent vaccination processes with specific attention to supply and demand networks from the FEMA-NIC Supply chain Resilience Tech Assistance Program. Philip Palin is the Subject-Matter-Expert on the work.

The assessment suggests that the current problem with vaccination speed is much more a matter of demand management rather than supply or distribution. Three independent observers confirm the need to give much more attention to demand. The suggested strategic option is in line with what North Carolina already has in place: To vaccinate our most vulnerable sources of demand and our most influential sources of supply as quickly and effectively as possible to reduce the overall network of vulnerabilities.
