Right of way Width Requirement for Subdivisions

A Subdivision ruling is right-of-way’s have to be 30 feet wide…does this mean NO subdivisions can be developed off of many Mitchell County side roads since their widths are commonly 18-24 feet wide?
Basically Zero development for Poplar and Pigeon Roost because the state bridges are smaller than 30 feet in width.
What if someone has 6- 1 acre lots at road frontage but turned down because the state road doesn’t meet Mitchell County Commissioners requirements.

The document is an issue but it’s what’s not in the document that is a bigger issue.
