It’s really simple. You live in town, you (if you register) have the right to vote for the officials that make the town’s decisions. If you don’t, even if you own a business in town, you don’t get a vote. The people living in town can vote in county elections because they also live in the county. Same criteria goes for running for office. Simple really.
