What do you mean “begun to allow”? I don’t know about Burnsville, but I’be lived in Spruce Pine 20 years and lately is not the first time I’ve seen people with signs asking for money. I will say that in years past more of them have been public agencies or civic groups at major intersections with signs and buckets begging for money. That’s pretty annoying. I think there has got to be better ways to fund people who say they are helping people.
