Stopping panhandling

I don’t give anyone on the street money. Enabling them, whether they are able bodied or not, isn’t the solution. I don’t see the problem in Burnsville like you are suggesting. In Asheville, yes, on every corner and exit.
A town or county can make it illegal and fine them or even take them to jail, BUT if you are making hundreds of dollars a day… they don’t care if they have to pay a fine.
If people keep giving them money, they will keep doing it. There’s no way to stop it on a large scale.
Individually and politically, this is a society of enablers. Until enough people get sick of it, many things will keep on going on. And that reality will never happen.
