As far as city water.there dealing with old pipes sometime,an who ever contracting pipes seems were cheap, i don’t really no.contractors budget when the road was first built. but the city workers, do good to get it back up an operating. but just my opinion,when u build a new road get pipes out middle the road an on edges an when crossing highway put pipes in a sleeve pull in pull out dont have to cut threw the pavement .need talk to a few in charge but again coast .to be our new road been cut up much they either patch rough bump in it or a dip. we all got lots to learn dont u think .
