Apparently, the group who gave Burnsville’s town manager the award have a greater understanding of the statutory responsibilities and funding mechanisms for maintenance of roads like 19 from Windom to Pensacola than does the previous poster. It’s a lot of people’s problem and responsibility and not particularly relevant to awards like that. Personally, I don’t think awards like that mean much in the scheme of things to begin with. But they do seem to be all the rage in “our state.”
