Local Officials Recognized

Three local officials were recognized at the 50th Annual Banquet of the High Country Council of Governments held at Appalachian State University in Boone October 10.
Mitchell County Manager Allen Cook was named the 2025 Outstanding Local Government Manager in the High Country. This award acknowledges the contributions Cook has made to local government through his professionalism, leadership, and accomplishments as manager or chief administrator. He was lauded for his leadership during the recovery efforts initiated in the wake of Hurricane Helene, actively coordinating recovery efforts, securing critical resources, and supporting long-term rebuilding initiatives. The Council noted that his steady guidance has helped lay the foundation for a more resilient community and continues to play a key role in the County’s ongoing recovery and revitalization.
Mayor Charles Vines of Bakersville was recognized by the Council as the 2025 Outstanding Executive Board Member. He was recognized for his service and efforts in promoting cooperation among local governments in the region and the state. He has served on the HCCOG Executive Board for nearly 34 years.
Spruce Pine Mayor Pro Tem Rocky Buchanan was recognized as the 2025 Outstanding Rural Transportation Advisory Committee member. He was recognized for his contribution to northwestern North Carolina as a whole and his knowledge of the region‘s transportation needs and issues.
